Ordering school materials for the 2007 Illinois Textbook Loan Program (ITLP)
began November 15, 2006 and ends March 15, 2007. The funding for 2007
ITLP is $29,126,500 which means the allotment for schools will be approximately $40 per student. The 2007 ITLP program covers grades 9
through 12.

The Illinois Textbook Loan Program was
authorized in 1975 legislation to provide textbooks free of
charge to any public and nonpublic student enrolled in grades
K-12. Illinois is not an "adoption state" and this program
is not part of a funding program of that nature.
Curriculum materials selections in Illinois are the decision of
each school or local district. The state purchases the
materials and then loans them to pupils. The program
funding is only enough to provide supplemental dollars for
materials and is not aimed at total funding for all
instructional materials. To participate, schools must be
registered with the Illinois State Board of Education (ISBE) as
in compliance with the compulsory attendance laws and Title VI
of the Civil Rights Act. Student materials are requested
by school staff from catalogs sent to schools by the various
bonded publishers participating in the program.
Legislation in 1996 specifically added instructional computer
software to the textbook definition. The publishers’
titles include only those items that meet the definition as
required by the legislation. However, the definition does
not include classroom supplies, consumable items, workbooks,
tests, periodicals,
reference items, atlases, maps, globes, or professional materials for teachers. |

This website will be the only source used to
electronically enter a textbook request. The "Help" link in the upper
right corner of these pages is designed to assist users with the procedures
needed to utilize the various keys on the left side of this page. All
schools must utilize this website to request materials. Entering a
request will require the use of passwords that will be sent to schools in early
November 2006 and will allow only authorized staff to request materials.
One password (user password) is for general staff usage. The second
password (coordinator password) is for the usage of the curriculum or
administrative staff to prepare the request in priority order with all required
information. The third administrator password is for exclusive use of the
superintendent or school administrator. It is the authorization signature
to certify compliance with the
Illinois School Code and program Rules and Regulations. Once the
third password is submitted and required information has been provided, an
Internet reply will appear thanking the school/district for completion of the
submission. UNLESS THAT MESSAGE APPEARS, THE SUBMISSION IS NOT FINAL AND
THE REQUEST FOR MATERIALS IS INCOMPLETE. Schools will be able to
start entering requests on November 15, 2006 and the last day of entering
requests will be March 15, 2007. |

The 2007 program is targeted for eligible students in grades
9-12. Our total appropriation is $29,126,500. The per-student
allotment is based on the 2005 or the latest enrollment data for the end of
September as submitted to the ISBE for grades 9-12. It is anticipated
that the per-student allotment for 2007 will be approximetly $40.
This number could change due to some schools not using their entire allotments,
vendors lowering prices and dropping unavailable titles, or
dropping/eliminating shipping charges. Due to these unforeseen
circumstances, we strongly recommend that requests entered be 5% over your
determined allotment. School allotments,
passwords, and other pertinent information regarding the
program will be mailed to the SCHOOL ADMINISTRATORS' attention in early
November 2006. After all requests have been entered, purchase orders will
be initiated and sent to those participating vendors for delivery to schools.
AN ORDER RECAP FORM AND DELIVERY CONFIRMATION FORM(S) WILL BE
SENT TO THE SCHOOL ADMINISTRATORS IN APRIL 2007. THE RECAP FORM INDICATES
THE BOOKS ORDERED FOR YOU AND NEED NOT BE RETURNED TO ISBE. THIS FORM IS
FOR YOUR INFORMATION ONLY.
THE DELIVERY CONFIRMATION FORMS ARE TO BE RETURNED TO THE ISBE UPON
RECEIPT OF THE MATERIALS. IT IS VITAL THAT THESE BE RETURNED TO ISBE, AS
VENDORS' INVOICES CANNOT BE PROCESSED UNTIL WE HAVE RECEIVED THEM. PLEASE
KEEP THESE FORMS IN A SAFE PLACE UNTIL READY FOR SIGNING AND RETURNING TO
ISBE. FORMS MAY BE MAILED OR FAXED TO 217-785-7926.

Staff entering requests should be certain their request
is prioritized with the most important needs entered first. Everything
requested beyond the allotment is a "wish list" of items with no guarantee of
purchase by the program. (Example: If we have only $170
to add onto your allotment, you will receive nothing if you request a $200 item
over your allotment. If you request thirty $25 items, we will order six items
for $150 and the $20 left will go to other schools that requested nine $10
items.) Requesting big dollar items beyond your allotment instead of
single or multiple copies of titles $40 or less is not likely to result in
receiving additional titles. |

Schools have the flexibility to select their
curriculum needs from thousands of items, including textbooks,
multimedia, manipulatives, and both online internet resources and
instructional computer software. These are available from
about 100 publishers/vendors
participating in the program. |

The site permits searching by ISBN or thirteen digit product
number, publisher name, subject areas, title key word, type of material, and
various combinations of these. These search results can each be printed
out as needed; however, this is a data file with many thousands of titles to
search. Your search results may overwhelm your printer and paper
supply. The quickest and best search tool is the ISBN number. |
